If, in a bilateral treaty, both parties are two countries bound by an international agreement, they are generally referred to as “States Parties”.  The nature of an agreement between two States Parties is governed by the rules of the Vienna Convention on the Law of Treaties. An agreement between a State or an organization and an international organization is governed by the Vienna Convention on the Law of Treaties between States and International Organizations or between International Organizations.  The Australia Group (AG) is an informal forum of countries which, by harmonising export controls, aims to ensure that exports do not contribute to the development of chemical or biological weapons. Participants in the Australian group, by coordinating export controls, assist countries in meeting their obligations under the Chemical Weapons Convention and the Biological and Toxin Weapons Convention to the full extent possible. An agreement between two parties can enter into force in two ways. The first is that both parties have fulfilled certain conditions for entry into the agreement. The second way a treaty enters into force is for both parties to decide to be mutually bound by the agreement from a given date. Bilateral agreements are usually active and applied by the second option if both parties agree to maintain the agreement from a predetermined date.  In addition to treaties, there are other less formal international agreements. These include efforts such as the Proliferation Security Initiative (PSI) and the G7 Global Partnership Against the Spread of Mass Destruction.
Although the PSI has a “Declaration of Prohibition Principles” and the G7 Global Partnership, several G7 leaders` declarations, neither has a legally binding document, which sets out specific commitments and is signed or ratified by member states. The preamble typically identifies and describes the parties involved and what their common objectives are for the treaty. There may also be context or grouping of underlying events that led to the conclusion of the agreement. A tray of boilers, who are the representatives and how they communicated, that is, a summary of how and why the representatives have the power to negotiate for their respective part. International agreements are formal agreements or commitments between two or more countries. An agreement between two countries is called “bilateral”, while an agreement between several countries is “multilateral”.
